Swedish Boverket's new rules on electric vehicle charging infrastructure

From March 10, Boverket's (National Board of Housing, Building and Planning board of Sweden's) new rules on EV charging infrastructure for property owners go into force. Read what it will cost for your property.

The new rules impose the following requirements for the parking spaces that are located in residential and residential buildings or on the property's plot, and have more than 10 locations:
  • For new and remodeled residential buildings, requirements are laid for wiring infrastructure, ie channels for electric cables, for each parking space.
  • For new and rebuilt premises, management infrastructure requirements are required for at least one fifth of the parking spaces and at least one charging point per car parking.

These rules will be introduced on March 10, 2020 , and are expected to affect a total of 1,200-1,900 buildings each year, with between 53,000 and 96,000 parking spaces, according to the technology consulting company Sweco's report, which is the basis for the new rules.

The new rules also impose a retroactive requirement for the installation of at least one charging point per parking in at least 20 places at local buildings. That requirement will be introduced on January 1, 2025 . Then between 33,000 and 50,000 buildings are expected to be affected.

The retroactive requirements could affect about 3.3-4.3 million parking spaces, according to Sweco's estimate.

How much does a charging point installation cost?

The cost of wiring management infrastructure to an existing parking area is estimated to be around SEK 46,000, while the total cost of installing a charging point will be SEK 55,500. All figures are taken from Sweco's report, and can be seen as an indication.

The additional cost of installing additional charging points in the same crank will be approximately SEK 10,000 per site, while the additional cost will increase to SEK 28,000 per site if the work is done at a later stage.

In a new construction, the management infrastructure costs about SEK 35,600 to install, and inserting a charging point at the same time gives a total cost of SEK 42,600.

The additional cost per extra charge point here is SEK 8,700 per site. If work is done later, the extra cost per site is SEK 28,000, just as for installation on an existing parking area.


Part of the government's climate action plan

The proposal for new requirements for loading places was submitted by the Swedish National Board of Housing, Building and Planning following an investigation on behalf of the Government. The proposal has been adopted, and is part of the new climate action plan presented by the government in December last year.

The plan was negotiated between the government parties Social Democrats and the Environment Party, in collaboration with the Center Party and the Liberals.
